ECU decisions !!

Now unfortunately I decided to come live in Chicago where god hates me & makes me take OBDII cars to do emissions

To the noobish question ( & yes I've been doing research)

I currently own a 96 240sx Auto.
I'm doing a 5speed swap and I'm looking to do it by Illinois standards....

Meaning the car has to stay obdII for emissions purposes.....gay

Does anyone know If I'm able to use the "3C" ecu (95 "OBDII" MT) without throwing any codes or will I mandatory need a "CA"ecu (96 OBDII MT)?

Any help will be greatly appreciated.
