Rb25 idle surge after motor pull and reinstall

I recently pulled my motor for a transmission issue. I just reinstalled everything exactly how it was before. Ive done all the work on this car myself and it ran great before. Now I start the car and the idle surges from about 1300 to 2800 rpm. The throttle is extremely sensitive. I was thinking it was possibly a vacuum leak, but when I touched the throttle to try and hold the rpm up a bit to remove vacuum as a possibilty it jumped to 4500 rpm with barely any throttle. The tps sensor is showing .46v closed and 4.6v open. I'm stumped. So, its not a vacuum leak and its not the tps. What other problems could I be looking at?

Just wondering if you had luck finding a solution. I have the exact same problem and cant find a solution.
any help would be greatly appreciated
