sr20 oil strainer / oil pickup bracket bolt

got this bolt on the oil strainer bracket.
not sure if it is supposed to sit there
will a regular bolt also do the job? because the rubber is coming of.
or should i buy a new one or do a custom rubber?

regular bolt should be fine, clean it thoroughly and put some BLUE Loctite on it if you're concerned with it coming loose.
