S13 Passenger flip up light won't go down.

Before i start, yes, i searched. my passenger side headlight won't go down. i bought the car with this issue. I checked all the 4 relays and checked the 2 fuses. I even put in a brand new headlight switch and I have the same issue.

Is it possible for the headlight motor to be bad even though it puts the headlamp up but now down? I am running out of ideas

try taking off the motor and recenter the brushes so they seat better.

Take off the cap, spin the knob, keep going until it auto retracts and comes back up. then turn your lights off normally.
If you just bought this car? check the button on the cluster for modification. most likely the brown wire, if broken reconnect it. Other than that get an FSM and multimeter, troubleshoot.
