KA issues. I'm stumped.

Ok, so usually I have no issue at all diagnosing issues, but this one seems to have me stumped.
I recently just bought a new s13.
Stock de motor.
It drives ok, just has no power. It's a day and night difference from my other s13 (also a stock ka, at least for now)
I can tell it wants to go, and it does at about 25% throttle, but any more than that it has no torque whatsoever until really high in the powerband, then it'll take off like a rocket right before you red line.
It's not throwing any codes, I've done a good tune up (new plugs, NGK wires, new oem maf, new oem o2, new oem knock sensor).
I checked compression , all good
I checked timing, it's dead on
There's no vacuum leaks
No messed up wiring
I don't know what else it could be.

I'm leaning towards either a bad tps or a glazed clutch.
I'm hoping to get a couple opinions before I pull the motor to check the clutch.

Any ideas at all?

Sounds like it's in protect mode for the most part. Usually the sign of a bad sensor somewhere. Knock sensor or Coolant temp sensor are usually the culprit. Since you already did knock, do the cts, if it keeps happening look at your injectors/fuel pump

Fuel filter is brand new (changed it with the tune up)
Pump seems fine, I can pull it and double check
Injectors came off my old KA, they shouldn't have any issues, but I'll double check them as well

Ill swap out the coolant temp sensor in a bit and see if it helps at all.

Ignition timing

You said timing is dead on but are you talking cam or ignition timing

You sound to advanced, does it chug slowly when it starts?

No, it doesn't chug, it does nothing out of the ordinary other than it's slow as hell.

Yesterday I swapped out the coolant temp sensor with a known good one from my other car. Didn't help at all.
Fuel pump is fine. Injectors looked fine.
