Between the manifold, turbine & downpipe, there should only be studs.
soak it in PB for an hr or two.... then use an easy-out ... If that doesn't work, drill out & retap.
If you are talking about one of the 3 studs from the outlet elbow to the downpipe, you can always drill them completely out & use nuts/bolts... I did this on my old drift missile & liked it better.

^ this makes things easier for future removal and install. ( by easier i mean you won't have to worry about having stuck/broke studs in future)

Thank you guys i will definitely be doing this when i get off work... and ill post pics too... would either of you know what size nuts it would take? and yes it would happen to be the one from the outlet elbow going to the DP

Heating the bolt/stud/nut helps as well. Generally it'll break the crude loose that has made it locked into place. Getting them red hot and quenching them helps too if some heat and/or penetrating fluid doesn't work.

If you're going to pull the studs and use nuts/bolts... Go to Home Depot or Vatozone & get whatever will fit in the hole nicely with enough length to secure them. When you use nuts & bolts, be sure to use lock washers on the nut side.
Also, be patient when drilling; go a little at a time. The studs will undergo a process called 'work hardening' . This means that as you drill deeper & deeper into the stud, the metal will actually harden as you go due to the heat caused by the friction between the stud surface & the drill bit. Took me a while to punch thru; and was very frustrating as I did the work on my back under the car. You will have a MUCH easier time doing it with the elbow removed and clamped into a vise.

bolt and nut will be the best fix for it. I wouldnt even bother with an easy out for something like that.

^^Using an easy out is a helluva lot easier than drilling them out. However, if it's the stock outlet elbow, I don't think there is any way around drilling them out- IIRC, the studs are welded in.
