I thought I had a bad Turbo because its smoking out the exhaust. Anyways I found oil in the exhaust manifold. What would cause that? Stem seals?

Valve stem seals or Oil control rings.

Thx for the quick response but I'm not familiar with the control rings. Where are they located?

Oil control rings are part of the piston ring assembly correct? If so when i took of the spark plugs to inspect them they were are black. The #2 cylinder plug was especially bad caked almost. From what I saw the pistons looked clean.

Yes, oil control rings are on the piston. You can't do anything to fix them besides an engine tear down.
I have a feeling that your engine is tired and needs a refresh. Do a comp and leak down test if available.
Replace your spark plugs and your PCV valve, which is located on your valve cover.
Just a heads up, a single clean piston is a bad sign. It means there is an issue with in that cylinder.
