I bought an s13 coupe last week and when i took it home i found that the wiring under the right fender was rubbed against the tire.

the car was lowered to about 2 in off the ground. i just want to know what it does etc...

My harness is gettin like that as well... I would unwrap the wires and rewrap any exposed wires individually then tuck the harness so this doesnt happen again.

So.. did it cut wires or just rub off the insulation?
Worst case just splice a new section into it or use this as an excuse for a wire tuck :D

So the way I would do is to take off fender, unwrap a portion of harness, and put in a new piece. Solder is the best way, but some people use butt connectors

Yes, soldering is the right way, if you can solder. Some people just don't understand the concept.
Like the others have stated, remove fender so you can work, strip wiring loom and find all damaged wires. Splice new pieces in, or if there is enough slack, pull wires together, solder together, then heat shrink them.
Once finished, relocate your harness to the side of the upper rail and be done with harness rub forever.

Search around a bit, there is a very good thread on here about relocation above the seam on the fender rail.

Just do it the right way and relocate the whole harness into the engine bay. If you plan on going low at all your going to rub through and cut your harness.. relocate it, watch the video and do it right the first time so you don't have to do it twice. DIY Tengoku - Engine Loom Removal - YouTube (http://www.youtube.com/watch?v=RI4e8kmvQsk) It's really not that hard, from start to finish it took me 4 hours. that was with removing the drivers seat and the dash cluster which isn't necessary. pm me with any questions.

if you do decide to solder, dont forget to use soldering acid to remove the corrosion for the best adherence.
