no it shouldnt be, ive just recently replaced it. i had to jump start it for like a week cuz i couldnt find a starter in time . i even tried jumping it again and the tranny catches but it doesnt start. its gotta be a electrical issue.i replaced the dizzy rotor, im hoping it may just be the spark plugs or ignition coil

I think they read the first post wrong. The engine is turning over but not starting. If it was the starter, it wouldn't turn over at all.
I would recommend taking off the distributor and making sure it is timed right first, that is assuming you took it off recently. If not, than take the cap off and make sure there isnt any damage like major markings, missing spring, or any missing parts in general. If you get spark to the distributor, I would guess the middle blade thing is damaged or something similar to that issue. Should be a super simple fix.
Could help you more if you check for spark on the plugs just in general. If you have a skype, could help you quicker that way as well.

Goodluck.
