Not 100% sure but that cable might be a ground for something? i have an s13 so i wouldnt know, just a thought. And try adjusting your handbrake from the nut on the hand brake leaver if that doesnt work try adjusting the ebrake assembly in side the drum, there a hole on it to do so.

Puddle of coolant is probably the heater core.

Looking at this image, it seems like the wire is from the heater core. What does it hook up to?

That cable is probably for your blend door and/or vents. Typically coolant inside is a dead give a way that your heater core is leaking.

Looking at this image, it seems like the wire is from the heater core. What does it hook up to? It's thecontrol linkage that attaches to the water cock in the engine bay by the inatke manifold.
your best bet would be to remove the dash to get up in there to further inspect things.
