I've heard of advancing the intake cam on a s13 sr one tooth would make the turbo spool faster and it is safe. Is this true and does anyone have any tips or tricks????

Get a turbo that fits your needs... Easiest way.

What other turbo would I make 400hp or alittle more with less lag then a 3071r .63 ar??? I'm just asking for tips that's all

Not sure on brand but it's a tubular t3 topmount setup

You said to spool. You hook up the kit to a pressure switch and when you get up to boost the N20 turns off. Commonly called a "Turbo spool up kit"

2871r .64 housing. It'll make 400 whp, maybe even a little more if you want to run more boost.
...or if you want to keep what you have now, get a smaller turbined T3/T4, and be done.

If you dont already have one, get an electronic boost controller. It keeps the wastegate shut until it hits target boost.

Go back to your factory intake manifold and a larger throttle body, that will help increase spool and trq numbers. You can also use anti lag, but I highly doubt the PFC has that option.

You're going to need to goto adyno and play with that, as all cams are not created equal, nor will work the same. Research the topic and you'll see that some cams like their lobe centers spread, while others don't. Some say 0 overlap is best, some like more overlap to spool it faster...average power is hard to say which is best.
Now you also fight 'pwoer'....having it spool faster only to die up top where the turbo makes the power is 'slower' in the end.

if you have a programmable ecu, you can advance the ignition timing from idle to about 2 psi of boost. this will make your turbo spool faster. you also have to richen the a/f mixture on the same points that you adjusted the ignition timing. also, if you can, shorten your intercooler pipes as short as you can. that would make the pressurized air reach the intake manifold quicker. hope this helps. good luck.
