Does having low fuel pressure effect the compression ratios of the cylinders?

When you test for compression you don't use fuel, so no.

Exactly ^^^

Pull all spark plugs out.
Take out fuel pump fuse, unplug CAS(if SR).
Hold the throttle body open all the way.

If you've got low compression on a cylinder, pour a small [fill the top to a quart of oil, no more] amount of oil in the cylinder, let it sit for a minute or too, and retest. If compression increases a good bit, it's likely your piston rings are worn out.
