the motor can pass smog, but the car is not dot approved or sold here so no you cannot register it.

If you put a 2J in there, you might be able to register it as a kit car, but even that's a stretch. You're SOL in trying to register a jdm car here in Cali. You'll have better luck registering in anotherr state.
