My setup is an s14 sr20. Stock motor, 740cc injectors and power FC. Car's previous owner stated car has gotten tuned.

Basically it has problems at start up. Hot or cold. If i try and crank it up in one try it will start sometimes. Others it will hesitate for a good couple of times and will finally start after numerous tries. Most of the time it will hesitate

Now if i give it a couple of half cranks (before it attempts and starts) and give it a full turn key crank attempt at the 3rd try it will start up with no issues. So pretty much it feels like I have to warm up the car with a couple of cranks before it starts fine. This honestly has me stumped. Any ideas on where I can start troubleshooting??

try adding fuel and timing to the starting cells (you can add timing and fuel to the whole map in a setting under settings)

Sounds like fuel pressure problem.
Bump fuel pressure few times before cranking by turning key to on position, and turn off, wait 4-5 second, turn on again. This will prime fuel system and build pressure.
And immediately crank the engine to see it starts or not.
If it starts good, you have bad fuel pressure regulator, leaky injector, leaky check valve on pump or fuel line in tank.
