rb26 wont crank???

Ok so I just got the 26 settled into the 90 coupe.. everything bolted up wiring all hooked up and the starter isn't even trying to crank... double and triple check all grounds and all good. Try running power straight to the starter and nothing. I'm guessing starter is locked up but was wondering if anyone has had a similiar problem or could help me out?? Any help is appreciated
