I bet you that would work fine on a rb s13.
I have a 25 in my s13 and have a screamer on the way, I will chime in once I get it and let you know if it fits unless someone else can confirm it.

No, they make noise when the waste gate opens. That is the dump for the internal wastegate, so you won't heat it till you are in boost.

That all depends on the quality of the dividing plate(if it has one) If it doesnt seal up against the turbine housing really well, its going to sound like a constant exhaust leak.
