You only asked one (1) question. I answered it. The rest of your post was just details, but no question mark was used. I don't read minds.

powersteering belt?
check the tension on all the other belts
a video would be nice of the sound?
does it happen with throttle? only while moving? at idle?
this info would be great.

its none of the belts, i dont have power steering or ac. the sound only happens after the car gets up to running temp and it only happens after the car has been driven even very briefly, it will do it faintly when the car is just idling but doesnt get loud or obnoxious until i come to a stop. if i take the car up my street turn around and pull back in my garage it will be doing it.
it sounds like it is coming from intake manifold side. low near the starter ish. it is a squeel not a whine, not a typical belt squeel either. if i try to take a video of it. the audio just gets distorted and it hurts your ears.
if i drive the car then stop and sit with it idling for a few minutes it will stop to an extent, it makes the noise after i kill the engine for about 3-4 seconds then goes away.
it sounds rythmic not random which is why i thought harmonic balancer.
i have plenty of oil pressure at all points in the power band.
bottom end was assembled and built by a local machine shop about a year ago, top end was built and assembled through ma-motorsports, i had the long block assembled by ma-motorsports. the only thing i did was put my manifolds back on and put the motor in the car.
the oiling rails that were installed in the head were clogged and fried bout cambs on 1 lobe and a rocker for each. also the timing chain guide was not installed in the head. the motor was squeeling before i noticed this. i just swapped out the cams for brand new ones, new oil rails, and bought brand new rockers. everything went swimmingly i started the motor and it still squeels once it gets up to running temp

sounds like a bearing is going out to me...i had a similar consistent squeal...i thought it was my motor bidding me farewell
turned out to be P/S pulley was shakin like a salt shaker and every shake would cause the squeak squeal sound...turn the car on...look at the pulleys is u hear the noise and u see it twicht or shake like it shouldnt...that is ur problem...

i said that its not the power steering pulley because i dont have power steering in the car.
WITH NO belts on the motor at all it still squeels.

sounds like a throwout bearing to me. did you try pressing your clutch when you hear the squeel?
