First off, so I don't get flamed.... YES I have searched! With every keyword combo I could think of...I could not find anything in the FSM either...
My question is, To what Ft lbs of torque should the timing idler pulley on a KA24DE be set to when tightened down?

You're talking about the pully bolted to the crank right? Huge one with the timing marks on it at the very bottom? Haynes or Chilton should have it. I'll check this thread when I get home from work tonight and post what it says in mine, if no one has chimed in by then. Any automotive store by you should have a book you could check in.

Which one...the upper one there, or the lower one?
The lower (crank pulley) is 105-112ft/lbs...
The upper (idler gear) is 48-61ft/lbs...
