Stumped. S13 clutch pedal sometimes half sticking to the floor

Got a new S13 and finally got it running and driving. Went ahead and bought a new Clutch MC and slave cylinder (auto zone reman) which I have had good luck with in the past, and am using some cheap aftermarket -AN auto conversion/full length clutch line that came with the car, OEM SR clutch, and standard S13 pedal...

SOMETIMES the clutch pedal sticks halfway to the floor. I'd say 50% of the time. I can still shift the car and it disengages the clutch but just does not some all the way back up. This happens when it is in neutral with the car on and off and it also happens while driving down the road.

I have bled the shit out of the system. And yes I have had many a 240 and done more clutch jobs and system bleeds than I can count which have all been perfectly fine... hence why I am stumped on this one.

Any ideas guys? Thanks
