Any idea what would cause the throttle to do this?

http://youtu.be/u6sFCKGWvHI

Throttle acts like I'm getting on the gas when I'm not, in pulses.

Happens at low rpm low load, inability to cruise unless at around 3500 rpm

Well since its a z engine in an s14 and it's wired up I figured it might be more of an issue with calibration or wiring.

I had a similar problem with my 300na 1990. It was the right hand o2 sensor. It would run terrible with throttle just cracked, but wuld run sweet above 3k, about 67 mph.
