not getting power to ECU

My #59 and #49 pins on my ecu are not getting power when the key is turned to on. Would jumping these wires from another acc wire be safe?

Is there a fuse or relay that is linked to this pin?

I'd really like to not have to jump these wires.

no fuses are popped. I switched relays around and still nothing. I'm guessing this wire is not fused nor gets its power from a relay.

Does anyone know where the source of the ECU power wires are?

the two relays that are located next to the ECU are not clicking over when the key is turned on. When I energize the wire that I am having issues with they do click over. If I am thinking this through correctly this means that there is a wire, that I am assuming is connected or linked to the ignition switch somewhere, that is not energizing when the key is turned to acc or on.

Unfortunately I have no yet found where the source of this is...Anyone with ideas please chime in.
