Inner Tie Rod Boot, whining/rubbing sound

i have a 92 240sx hatch...

When i turn LEFT (even slightly), i hear a rubbing/whining sound coming from the fender area. I looked under my car and saw that my inner tie rod boot was ripped on the driver side (usdm). i felt inside and the lube was still good though. i also checked the right side for good measure and the boot was intact. Is the ripped boot the cause of my sound? or do i need to replace the inner tie rod...

i'm running the following suspension set up in the front:
- Tein HE Coilovers
- SPL Phase2 Tension Rods
- BV Rucas
- BV Toe Rods
- BV Traction Rods

i also think previous owner had put in some degrees of toe. there is definitely slight negative camber up front too.

the steering is not affected to my knowledge but i hate weird sounds coming from my car.

ive been doing diagnosing and its the inner tie rod, left side. the fact that the boot is open also means more dust etc gets caught preventing smooth operation. thats just my guess.

have you checked your tie rods? also never hurts to see if there's a piece of duct tape flapping at the bottom?
