S13 Smog check help 2009

I have a 1993 S13 Hatchback with 257K miles.

My result:

Test 15MPH
HC: MAX 88 AVE 21 MEAS 113
CO(%): MAX 0.52 AVE 0.06 MEAS 0.35
NO(PPM): MAX 704 AVE 150 MEAS 929

Test 25MPH
HC: MAX 53 AVE 13 MEAS 63
CO(%): MAX 0.50 AVE 0.05 MEAS 0.18
NO(PPM): MAX 738 AVE 136 MEAS 322

I failed NO in 15mph test and HC in both 15mph & 25mph tests.

Here is my result from last year:

What I did before the smog test:

1) oil change
2) Retard ignition timing to 15 BTDC.
3) With under a 1/4 of gas, I poured in 2 gallons of denatured alcohol.

When retarding timing, I tried to adjust the idle screw to 650 rpm with TPS sensor disconnected. However, I turned the idle screw to clockwise max. My digital timing light still says it is about 760rpm. The idle was rough and sometime stalled my car. So I turned counter-clockwise a little. The idle rpm is about 800 rpm. Then, I rotated my distributor counter-clockwise to retard my timing to about 15 BTDC. My idle was still fluctuate sometimes (500rpm then to about 700-800rpm for about 2 seconds).

Did I do this correctly? Please advise.

The EGR valve is working, but I didn't take it out and clean it. The cat looks like of old. I didn't do anything with the cat.

I forgot to mention that I also failed:

Ignition timing: 15 BTDC
Fuel Cap Functional

For ignition timing, I adjusted it to 20 BTDC already. How about fuel cap functional? Do I just need to buy a new gas cap?

EGR bad or need cleaned , possable bad CAT, NEED NEW CAP IF THAT'S WHAT FAILED..

oh yeah...forgot to mention..

even if u lift the valve on the EGR, and the engine dies out, that does not 100% mean the EGR is working....

then again ur numbers arent that far off...so i duno
