speedometer inaccurate

Hi, i just bought a 1990 240sx, when i'm in fifth gear doing 60-70 on the freeway the speedometer needle goes past 115 and stays there. It also jumps around once in a while. I have checked the VSS sensor and it gives about .6v AC volts. Could that be the problem or is it in the speedo cluster itself?
