Check all of your grounds. Just had this issue yesterday. Everything turned on- would not turn off. Turned out to be a couple small ground wires on my main harness that I had not yet hooked up.

replaced relays, checked every fuse, grounds all seem to be in order...my harness is kind of a hack and i have recently replaced the throttle body. i noticed that my stereo started acting up after that and later that day is when it popped the fuse. is there any wires that run around the throttle body that could be a cause to a problem like this? it seems like it is a short of some sort

Still a problem...anyone have any ideas? Could it be a bad ignition switch if it still turns off accessories? ...im about to just run a toggle switch to the fuse because pulling the fuse every time I have to shut the car off is annoying and slightly embarrassing
