My heat shield on my header is starting to rattle can it be taken off without causing a problem or my floor boards heating up?

The heat shield can be removed without causing any problems with the floor panel.

To get rid of the rattling have you tried tightening down the bolts that hold the heat shield to the header.

Those bolts on the lower shield are definitely going to be rusted, you'll never get them to tighten. You can use tin snips to get it off, you'll have no problem without the shield. I would suggest keeping the top shield on the runners, though.

You should try to duck tape heat shield back on or some plastic zip ties also.
