I have a new upper and lower header so it's looking that way. Any estimate on what the cost might look like?

Find someone who can weld. It has to be precise or the windshield may not fit correctly. Russ @ DangDrifters can weld, Earl Meehan can probably tackle the job - best bet [because of where you're located] is join ClubLoose NORTH on Facebook, introduce yourself and ask who can help you out. There are a ton of great guys local that can probably help.
