brake light problem

i have had the typical brake light problem, my guess is the wires touched and fried the switch. i replaced the switch and noticed the wires have been tempered with before..... so know what should i do?
here is a pic of the wires:

The circuit shorted to ground. Check the lights themselves, including the bulbs.
