External Wastegates?

I want to run a T3/T4 setup on my KA24DE. I have done some researching, but I'm still a little confused.

An internally wastegated turbo has the little actuator rod linkage type-thing, which i'd imagine regulates the psi. So, how does an external wastegate work? The spring inside of it decides how much psi is ran? How do you route the vacuum lines? Idk, these may be dumb questions but I'm confused.

Also, does anyone know of a good KA24DE t3/t4 manifold that isnt too expensive? (ebay is fine)
