Has anyone had to replace the EGR tube off the exhaust manifold on a KA24DE? If so, was it difficult? and how much was the part? I need to replace mine because the threads are stripped and I had to cut the tube to get the manifold out to put my hotshot header in

is that what the funny tube running into the back of the manifold is. I was wondering.... so what exactally does it do? what happens when i put a revhard turbo manifold on?

The EGR is part of the emissions system.  It can be removed completely as long as all the vacuum lines and other pipes/hoses have been plugged.   You may not pass E check if you decide to remove this piece.
