E brake cable bracket relocation?

Went to drop my subframe the to change the bushings and ran into a little issue. The bolts for the brackets that secure the e brake cable to the top of the subframe are rounded off. I could drill them out, but I can't drop the subframe enough with the brackets on to fit a drill in there.

I'm wondering if I can just cut the brackets out. And if so, do I have to re-secure the cable to the same spot? Or can I go without those two brackets on the top of the subframe. I know you have to relocate them if you use subframe risers, but where........

Thanks guys. Car is my daily so I didn't really have time to expiriment with the cables.

I didn't have to move mine after doing the pbm risers.

There's not enough room to fit a socket in there. Or at least I wasn't able to fit one.
