s13 engine bogging when coming to a stop

Hey guys haven't been able to post in a while, been kind of busy with school.

I've got a problem - when I slip the car into neutral and brake to a stop the revs will drop to around 450-500 untill I am basically stopped, then pop back up to 1000.

I had this problem with my KA and I have it still with my SR, so that leads me to think its a grounding problem or maybe a vaccum problem with my brakes.

Boost gauge shows no vaccum leaks when I press on the brakes, so the only thing I can think of that might help would be to re-ground my engine?

Do any s13 masters have suggestions?
