Please Help! new hubs won't spin!?!

I just installed peak performance 5 lug conversion hubs on the front of my s13. Followed the basic diy steps (remove brakes, cotter pin, 30mm nut, washer, then hub. And reversed the steps). Both sides spin great when installed w/o wheels. But then after I get the wheels on and attempt to drive away, both front hubs lock up and won't spin forward or back. When I loosen the lug nuts the wheel spins again, but everytime I tighten it stops spinning. And its not the wheels btw. I checked. I actually just installed the lugs w/o the wheels just to see what would happen and sure enough, as soon as the lug begins to be tight and flush with the hub, it stops spinning. Its so perplexing! Somebody, anybody have have an answer to this mystery?
