Ignition/starting question

Greetings!

My S13 (SR20DET blacktop) only starts about once in every 5 times the key is turned. 4 out of 5 times the engine doesn't crank, starter motor doesn't make noise, only the dashboard lights light up. I suspect it's an electrical problem. Battery is pretty new (12.6V when car is off) and the negative terminal has a good ground connection to chassis.

Any tips on how to troubleshoot this problem? Should I check continuity/resistance from battery to starter motor or something else?
