SR20DET running really lean and sputters

I finally got my car running (new spark plugs). It runs when just sitting there idling, but if I give it some gas (in neutral, not moving) it sounds boggy(?) and then kind of sputters at around 2000rpms, then drops down to about 400RPMs and sounds like it's going to die then comes up to about 800RPMs. If my Air:Fuel ratio gauge is correct, it's at around 14:1 when idling and then reading up to 17:1 when giving it gas. That doesn't sound right though. Thinking I need bigger injectors. Still running on the stock 370cc's right now.
