s13 sr20det wont rev pst 2k

Hey guys I sold my sr20 in october 2011. But my cousin resently purchased an sr20 powered 240sx. Since he got the s13 sr20 redtop its had this annoying problem were it won't drive/rev past 2k rpm after its been warmed up. You can force it past the 2k bucking point by down shifting and keeping the tack above 2k.
We've replaced the coolant temp sensor, the tps shows 4.61 volts, the ecu flashed code 55, I've checked the injectors/coils one by one by simply unpluging and pluging back it to see if it gets worse.
we've also swapped ecu's, and mafs to one that I know is good.
I'm stummped on this one guys.
If any of you have an opinion please share!!

Tps voltage is wrong! even fully open that would be wrong! adjust tps voltage to 0.44v or 0.45v closed it should be around 4.12v or so fully open. The bold is just an estimation.

Another Tip: stop forcing it to rev, it's clearly saying it has an issue with something, stop and fix me.
