s13 Early signs of shock tower rust

Just noticed very minor shock tower rust today when I got the car back home after winter storage. It looks like the sheetmetal has flaked (not sure how to explain it) because of the rust.

How should I proceed to stop the rust from spreading.

I was thinking about grinding the loose chunks away and coating the shock towers with POR15 paint.

I would take a wire-brush on an angle grinder with it so it takes away the rust but no metal and then use some kind of rust inhibitor and then paint over that

S15 and R34's brutal for tower rust. Nissan got either stingy on the metal or just a poor coating.

On my S14 there are the gussets behind each tower reaching to the firewall. The one side blistering a little from the underside. I plan on cutting out and either fitting the Nagisa Auto braces, modify the strut bar to 3 point type or just fab up some metal to brace it up.

remove the wing
drill out the spot welds and remove the rusty panel
treat the rust underneath
make new panel
weld it on.

your lucky if that the only rust you know of
