In AZ its not that big a deal. The local Autozone/Napa/Bap/O'Reilly will pull codes and let you clear them right in the parking lot. From an emissions stand point, it doesnt matter cause they're looking for readiness codes on 95+ cars, clearing the CEL right before going in to emissions will only make you fail. Also any mechanic can buy one off the tool truck.
BUT I guess for legal sake, lets say **check your local laws** |

Any licensed repair facility or vehicles owner are allowed to clear codes. It is actually against the law for anyone else to do it. Non emmisson states probably don't care. Regardless, you owning this is of no violation. Don't worry.
