95 headlight adjustment?

Okay so I have a 95 zenki and my driver side headlight beam is way off. I see the two adjustment screws there but when I go to turn them nothing happens. The beam stays the same? Is there a certain way you have to adjust it so that it will adjust the light beam? I tried turning both the driver and passenger side adjustment screws but it stays the same. I see two adjustment screws on each headlight. Am I doing something wrong or could it be that both my headlight adjustment screws are broken?

Do they spin freely or is there some resistance? Turning clockwise should lower the beam and counter should raise. There are only two adjustments on the headlights, left/right and up/down.

If I don't put pressure on it then it spins freely but it I put pressure on it the they spin with some resistance.
