Unhappy Only one headlight's going up.

Just figured I'd post this up because I'm bored and studying for a midterm... But anyways a few days ago when it was monsooning I was driving with both of my headlights up, no issues at all. Then the next day I go to hop in and only one of the headlights would go up. The light on the other one (passenger side) still comes on, but the headlight just won't move. I went looking around my car and noticed that in my driver side wheel well I had rubbed through the tiny part of my wiring harness that's still in the wheel well (already relocated, apparently still not enough though). What do you guys think happened? I'm really hoping that the wire just got a little wet and shorted out the headlight's fuse or something like that, but if anyone else has some ideas I would love to hear them. I hope it's something simple and I really haven't taken too much time to look around other than to check the wires in the wheel well. Probably gonna start investigating Wednesday.

An idea of the ride height, I really thought it was easier to get these things low, guess I thought wrong.
