Does anyone have a '95 s14 that was manufactured in early 95?

Story is got busted with an SR and got a ref ticket. Swapped in a 95 KA(OBD1). Ref failed me saying that the car is "certified" to be OBD2 and should be OBD2.

Was wondering if anyone has a smog legal 95 s14 and passed CA smog. Are u OBD1 or OBD2?

I have researched this on multiple forums, including this one and everyone of the posts is saying that it "should" be OBD1. While, some others, are saying it depends on the manufacture date, etc etc.

All 1995 S14s are OBD1.
