How long have you had the car?
Come on a thousand! If your actually serious about doing the swap just put that thousand towards it and deal with a slow car for now...you will be soo much happier with an fmic for a grand on your new engine than a n02 system.
Or if you can't stand not modding your car, do what I'm doing, just build up the suspension (or stero or whatever you like cept for the engine) and don't touch the engine while you wait for the right time for the swap.

I dono what are the best for s13, I've heard kyb agx shocks w/eibach pro-kits are great. Or tokico (sp?) blues w/eibach pro-kits...I think they have those for s13's. Thats the most common first step. Another very common thing to do to upgrade suspension are sway bars and strut tower bars(stb's), although the stb's I don't think are the best bang for your buck as a first suspension mod. You can get the sways and stb's at http://www.pdm-racing.com and other places, check the links section on this site.
For info on what these 3 things will do for your handleing check out THIS article. try Springs, Shocks, Anti-roll bars (aka sways), and Chassis braces (STB's)
Also haveing some nice tires should help just as much as the mods above, so don't neglect those...
