A couple questions

I've posted these in the small questions thread, but I can't seem to get a straight answer for the first one, and no answer at all on the second, so here goes:

I've heard that ARP head studs, once torqued into the head, require a "heat cycle" and then a retorque. I have a KA24DE that I rebuilt completely, and is about to go back in here soon. do I need to run the engine once, then take my cams off and retorque them? if so, are we talking loosing them all and torqueing them all again? any insight on this?

And the second question is small and stupid, but I was just curious about the following: I was installing the little bolts around my main crank pulley, and I accidentally overtorqued one and it snapped off. as seen here:



Pic is kinda big my bad. but in any case, is this super dangerous to run? am I going to be alright with the 5 remaining bolts? I'll more than likely extract the broken stud. but any help on either question is appreciated.
