Yea that resonance mythbusters thing is cool, but the bridge is almost completely one material. Finding resonance for buildings that are comprised of multiple materials at the level needed for 'an earthquake' seems FAR less likely. I'm not a engineer or anything but thats the impression i get.

What does a mechanical oscillation have to do with something like haarp?

The fact that electromagnetic radiation is produced as a byproduct of earthquakes does not imply that quakes can be caused by it.
