S13 need advise of frame fix?

So I got a s13, I traded a sr20 Ecu for it. Anyways I am swapping a v8 in the car and I was inspecting the car and came across a big problem, the tension rod bracket is welded to the frame rail. Only one bracket is welder but I inspected the problem and there is nothing wrong with bolt hole or threaded alignment stud so I do not know why they did that anyways I am thinking about grinding off the bracket and weld and possibly put in a repair piece. Let me know if you have any info or comments on other possible ideas and ways to repair the problem.

If both nut and bolt thread in their respective places, grind out the welds and slap on a new bracket.

I think that there is something wrong that you're not realizing to be honest. Who would go through that kind of trouble for nothing?

Yeah I was thinking the same thing, I looked and did not see anything obvious, will look around more tomorrow, my bracket on opposite side has a the internal frame nut spinning so the bolt and nut free spin so I need to re weld nut back on.
