Wheel cleaning/restoration advice

I recently got an '88 JDM S13 with these wheels that I really like, but they need some work. I'm pretty new to this, but what causes this and is there a way to buff/polish it off?

I assume for the bolt parts I'll need to disassemble the wheel and soak them all in some sort of solvent and take a brush after them, but what about the rest of the wheel? Any advice at all is appreciated.

After using Simple green and sponge, I switch to throttle body cleaner for the tough brake dust. If you are left with rust dots you may have to use a wire brush. You could also try rust remover.
