s13 coilover help

okay, so I just picked up a set of apexi type-v coils and they wont go low enough... these are brand new and they wont even go close to low enough(2-3 inches too high still) the seats are maxed out at the bottom as low as they can go... anyone who can help me out please let me know. thanks. here is a picture of the coils. sorry i dont have a camera and cant take a picture of my actual setup.

i just preloaded it about 2.5 inches more and lowered it back down and it was the same height...

before the spring was about 2 inches from the top and i moved it up to tighten it in and then lowered it and nothing... same height.
