Advice on built SR Purchase

I'm new to Nissans, not to cars. However, this particular situation confuses me a bit.

I'm looking at a hatch with an SR20DET, built upper and lower (Wiesco Pistons, Carillo Rods, Hks264 Cams, Ferereavalve train etc). Also, it has a FullRace Topmount 3076 kit...Needless to say, it was built to screw.

What concerns me, is that the owner has not applied a tuning solution and he's running it at 14PSI...I know that isn't enough to wake up a 3076 though.

The rebuild has 500 miles on it, and I wonder, is he destroying it, potentially?

It's got a great body, it's stripped, has a welded cage, a 2 way diff and other supporting mods- all for a good price (looking at about 7k) or I wouldn't even be asking this question.

Any insight is appreciated!
