Most of the time when I first start 95 240sx, and let it idle, it fluctuates from 250-1000 rpm constantly until it warms up a bit.  Also, it I'm parked in neutral and move the steering wheel it also makes the idle fluctuate.  Does anyone know the cause of this or how I should go about fixing it?

Power steering would make it bounce when you turn the wheel. Have you done any mods to your car? If yes, than that would probably make it idle roughly (the ECU is just trying to adjust itself to the new mods). Check your wires and plugs, check your distributor. also check your vacuum tubes for cracks or connections that came loose.
