S14 Power FC

I have a 95 S14 with a redtop SR20.

I'm a little overwhelmed and need to be pointed in the right direction.

I bought an apexi power fc from a user here and plugged it in. No start no fuel pump prime and no display on the hand held.

I started to look into it and from what I can read the Power FC uses all ECU power and even requires backup power to run.

I took a multimeter to my wiring harness and this is what I found.

Pins: 38 B/W and 47 B/W have no power and pin 46 R is getting 12v

So the backup power is the only power that seems to be coming into the ECU

Pins 38/47 are both ECU powers and it looks like one of them dissapears into the harness and one runs to the ECCS or some other relay that is close to the ECU plug?

I was fighting back and forth wondering if this was a ka harness or sr harness because a lot of pins/wires have been removed from the plug nothing too important it seems but still.

I could use some help overall.

my main question is im supposed to have 12v at pins 38 and 47 correct? and if so where do I start troubleshooting?

forgot to mention ECU serial #A11000G90 runs the car its drive-able but extremely rich

I think I?ve narrowed it down to it being the ECCS relay I tried searching a part number for it but can?t seem to find the right one.

Does anyone know where to get those relays?

Where the eccs relay plugs in, there are pins, u should be checking for grounds and voltage via the fsm, before u condone the relay as bad and replace it
